North-East Wales Netball meeting

Introduction
 Committee Officials
Thanks to all the committee for their hard work and continued support. Teressa & Joy, who have continued to communicate with you all, Tracey who has not been able to attend all our meetings but has done an excellent job – a big ‘Congratulations’ on the birth of your son in March, welcome Matt Dillon Pritchard. Again, John Edwards our Publicity Officer has regularly sent reports to the newspapers sometimes with very little information to go on and this has kept ‘Netball’ in the news and journalists are at last recognising that our game is something people like to read about. Our umpiring secretary, Becky Jones, retired from the position early on in the season due to new work commitments so this is now a vacant position. Anneka O’Connor, our North East Netball Development Officer has continued to offer courses to coaches and umpires and these have been advertised on our web site and of course on our governing body web site – The Welsh Netball Association.

Web site
Thanks to Rob Douglas of rob@jmrwebsolutions.co.uk who has continued to give me a nudge when our web site begins to look untidy and uploads the things that I have not got the expertise to do.

Future
All our committee members have now been elected and to those whose nomination was successful I ask for you to give them your support to continue to raise the standards of netball in North-East Wales. Your input on how the Association works is important and with this we can continue to go forward.

Thank you
Merle Hamilton
Chairperson – North East Wales Netball Association

Umpiring

Umpiring Rules - did you know?
When is a pass not a pass?
Q1. The ball goes out of court, backline, GS steps up to the line to take throw in. She places the ball down on the court inside the goal circle and the GA picks it up and shoots for goal. Is this allowed?
Q2. Similair scenario. After the whistle for the centre pass has been blown, the C puts the ball down on the floor so one of her team can run into the centre circle and pick it up. Is this allowed?
A1. No this is not allowed. Look up Rule13 - playing the ball.
A2. No this is not allowed. Look up Rule 12 - start of play.
To put the ball on the ground is not considered a pass, a pass is when the ball is thrown, bounced, directed or batted in a controlled manner to another player.
Have you been on the receiving end of a reversed penalty?
Umpires are reversing penalties saying 'not set' when they are not taken in the correct place as indicated both on court and when the 'throw in' has been deemed not to have been taken in the correct place.
Look up Rule 18; 18.1; 18.3 & 18.4.
When setting penalties, the umpire is responsible for indicating where this is to be taken.
Rule 18.2 specifies that the player must take up the position clearly indicated by the umpire before playing the ball. It is the responsibility of the umpire to indicate where and it the responsibility of the player to ensure that they take the penalty from the position indicated by the umpire.
When the penalty is awarded for a contact or obstruction who is responsible for making sure that the infringer is standing by the side of the penalty taker?
Rule 18.1 & 18.3
The umpire must signal with her arms and also verbally what the infringement was, where the penalty should be taken and against whom. The players have a responsibility to look, listen and take up the correct position with the correct player at their side. The team with the ballshould not be penalised as long as they wait. The umpire should instruct the correct player to take up the position or penalise for delaying.
